Who We Are

The Administration Company Behind Section 25F Scholarship Programs

Public School Choice SGO Administrators (PSC) is a private administration, technology, fundraising, and compliance-operations company built for nonprofit Scholarship Granting Organizations preparing for the Education Freedom Tax Credit under Internal Revenue Code Section 25F. We are not an SGO, not a school, and not a government agency — we build and run the infrastructure that lets an SGO operate a credible, auditable scholarship program.

Mission

Why PSC Exists

The Education Freedom Tax Credit creates a new federal funding channel for scholarship programs beginning January 1, 2027. Most nonprofits that want to participate do not have the technology, controls, or staffing to administer contributions, verify eligibility, award scholarships, and produce audit-ready records at scale. PSC exists to close that gap.

Purpose-Built for §25F

Every workflow is designed around the statutory requirements of Internal Revenue Code Section 25F, from separate-fund tracking to minimum-spend monitoring and annual certification support.

Administration, Not Advocacy

We operate programs. Policy positions, eligibility standards, and award criteria remain with the SGO and its governing board.

Compliance-First Design

Controls are built into intake, verification, award, and disbursement rather than added afterward as reporting cleanup.

Every Audience Served

One platform coordinates organizations, donors, families, schools, and approved service providers across the full scholarship lifecycle.
What We Do

Our Service Lines

PSC supports a participating SGO across five connected areas of work.

Program Setup and Readiness

Organizational readiness review, program design, policy scaffolding, and preparation for state list inclusion where a state has opted in.

Technology and Data

Donor contribution processing, family application intake, eligibility verification, award management, provider payments, and reporting in one system of record.

Fundraising Operations

Donor education, contribution workflows, acknowledgment generation, and campaign reporting aligned to the annual credit maximum and carryforward rules.

Scholarship Administration

Application review, eligibility documentation, award decisions support, disbursement, and renewal cycles handled on a repeatable calendar.

Compliance Operations

Separate-fund ledgers, retention schedules, exception logging, and audit-ready exports for state, donor, and regulator inquiries.

Partner Coordination

Onboarding and management of schools, tutoring and therapy providers, and nonprofit collaborators inside the same program record.
Important Distinctions
