The Education Freedom Tax Credit funds privately raised scholarships that eligible families can use for qualified K–12 education expenses, whether or not their child attends a public or private school.
Completing a screening or application does not guarantee eligibility, funding, or a scholarship award. The participating SGO makes final scholarship decisions under its policies, applicable law, and available funding.
The Education Freedom Tax Credit creates the opportunity. Scholarship Granting Organizations administer the scholarships. PSC provides the infrastructure that helps those organizations operate.
Who May Qualify as an Eligible Student?
Under Section 25F, an eligible student generally must be eligible to enroll in a public elementary or secondary school and belong to a household under the applicable income threshold.

How Families Apply
- Complete a preliminary eligibility screening
- Review participating SGOs in your state
- Submit an application directly to the participating SGO
- Provide household income and enrollment documentation as requested
- Receive a decision under the SGO's own policies and available funding
- Use awarded funds only for confirmed qualifying expenses
